UTCB: Ph.D. in Civil and Mechanical Engineering Program Description

The Technical University of Civil Engineering of Bucharest (UTCB) is a technical university that trains higher education specialists (Bachelor, Master, and Ph.D.) in the fields of Civil Engineering, Building Services Engineering, Mechanical Engineering/Technological Equipment and Machines, Environmental Engineering, Geodesic Engineering, Management and Engineering, and Systems Engineering.

UTCB is organizing doctoral studies in Civil and Mechanical Engineering. 

UTCB is part of the European University for the Smart Sustainable Development of Urban Coastal Areas (EU-CONEXUS), which is a transnational institution of higher education and research. EU-CONEXUS is one of the 17 “European University” projects that have been selected by the European Commission from the 54 proposals submitted for funding. Within this framework, a joint program of the partner universities will be developed, with a European Doctorate, with the general specialization “Sustainable development of urban coastal areas”. In addition, Ph.D. students can benefit from over 60 international partnerships within the ERASMUS + program for practical or research internships or for co-supervised theses!

Foreign students can follow a program in English or French languages (depending on the supervisor). Also, the possibility of learning Romanian in 1 year is offered for all foreign students.

For the academic year 2020-2021 UTCB organizes admission to the program of Doctoral Studies for Civil and Mechanical Engineering: 

  • 50 places for EU citizens (25 with scholarship) financed by the Ministry of National Education
  • 50 places for EU citizens with tuition fee (1000 euros/year)
  • 50 places for Non-EU citizens with tuition fee (2500 euros/year) – might be supplemented if needed

Admission Requirements

The graduates from Master's programs completed in Romania or whose Master's degree has been validated in Romania are entitled to participate in the competition for admission to doctoral studies. The candidates (Romanian citizens and EU citizens) who have completed their studies abroad shall present a diploma validation certificate issued by the National Centre for Equivalence and Recognition of Diplomas (CNRED), within the Ministry of National Education. After obtaining the certificate, the committee for the validation of studies within UTCB shall equate the grades, in order to allow the registration for doctoral studies.

According to the legal provisions in force, the following categories of people may participate in the competition for the admission to doctoral studies: – Romanian citizens; – foreign citizens, as follows: Romanian ethnics from the EU and non-EU states (Romanians abroad), citizens of the EU member states and of the European Economic Area, as well as citizens of the Swiss Confederation and citizens from other areas than the abovementioned ones.

The citizens of the EU member states and of the European Economic Area, as well as the citizens of the Swiss Confederation, may participate in the competition for the admission to doctoral studies under the same legal provisions as the Romanian citizens, including the issue regarding the tuition fees. For the citizens who do not belong to these states, but choose to study at UTCB at their own expense, the tax of registration for doctoral studies is established by OG no. 22/2009.

The foreign citizens who do not belong to the EU member states, the European Economic Area or the Swiss Confederation shall present a study file to the Ministry of National Education – the Department of International Relations, in order to have the acceptance letter issued, according to the provisions of art. 45 paragraph (2) letter a) from the Government’s Emergency Ordinance no. 194/2002 regarding the regime of foreigners in Romania. The files shall be sent by UTCB to the Ministry in a centralized manner. The final decision for the registration of these foreign citizens shall be issued by UTCB only after they pass the competition for admission to doctoral studies and receive written approval from the Ministry of National Education.

Calendar

The admission to Doctoral Studies is organized in 2020 according to the following calendar:

Session I

Candidates’ registration:

  • The 1st registration stage: 1 – 17.07.2020
  • The 2nd registration stage: 2 – 15.09.2020

Note:
(3) The candidates on the places allocated to the individual study programs that support the priority development fields can be registered only during the 1st stage (July), according to the calendar of the admission, during the academic year 2020-2021.
(4) The candidates from another field of Bachelor or Master degrees can also be registered only during the 1st stage, in order for them to take part in the field-specific knowledge examinations.

  • Linguistic competence test: 16.09.2020
  • Field-specific knowledge examination: 17 – 22.09.2020
  • Exam results’ display: 23.09.2020
  • Appeals: 24.09.2020

Session II (only if there are vacancies for the non-EU candidates)

Note: The candidates registered in Session II shall take the linguistic competence test during the admission session in 2021-2022.
